The best places to retire in Portugal — a 2026 foreign-buyer ranking

Portugal lost the Golden Visa for property and replaced NHR with the narrower IFICI in October 2024 — but the country still offers Western Europe's best climate-to-cost ratio for retirees. These six towns each clear three filters: an established English-speaking expat scene, a public hospital within 20 minutes, and entry-level apartments under €350k.

    Cascais Hospital — 8 min

Atlantic-coast town 30 minutes by train from Lisbon airport, with the largest established Anglophone retiree community in Portugal. Mild winters (rarely below 8°C) and English widely spoken in clinics, pharmacies, and notaries.

AL containment zone — short-term rental is frozen, so factor zero rental upside on a holiday-home purchase.

The quieter, less-developed eastern Algarve alternative to Albufeira and Lagos. Roman bridge, walkable old town, year-round expat community of around 6,000, and direct flights to ten UK and German cities through Faro.

Summer water restrictions getting tighter — verify the building's water source on any 2026 purchase.

Atlantic winters are wet (1,200mm rainfall/yr) — not the dry Algarve climate some buyers expect from Portugal.

Summer crowds are intense — June to September the population triples. Pick a property off the main beach axes.

    Caldas Hospital — in town

Inland thermal-spa town an hour north of Lisbon, with a growing Anglo-Dutch retiree community drawn by the price-to-amenity ratio. Daily market, two private clinics, regional rail to Lisbon.

Public transport beyond Lisbon connection is limited — a car is genuinely needed.
