Lowest okupa-risk Spanish cities for foreign buyers — 2026

Spain's okupa phenomenon is real but concentrated. The Interior Ministry's 2024 data shows 88% of usurpación cases sit in four provinces — Barcelona, Madrid, Tarragona, and Sevilla. These six cities each had fewer than 25 reported occupations per 100,000 dwellings in the most recent 12 months, making them low-risk holds for foreign buyers who can't be physically present.
